Why is this significant? Ever since 1945, the swastika has been banned in Germany. Even on children&#8217;s model aeroplanes. Last week a court in Stuttgart went a stage further. A man was fined more than 7,000 euros for selling anti-Nazi badges that showed a swastika with a line through it, as in a traffic sign.</p>
<p>
He is going to appeal and the government is considering whether to amend the law. The Greens hope to provoke a debate but some Germans strongly argue that the symbol is still too uncomfortable to be seen, whatever the meaning or context.</p>
<p><div><B>NAVAL POWER</B></div>
<p>
In a few days&#8217; time, the German navy will take over the duty of patrolling the Med off Lebanon for the UN. This German force will have a stronger mandate than any of its other nine current peacekeeping forces (including the two people in Ethiopia and 11 in Georgia). The German soldiers in Afghanistan are very definitely peacekeepers not war fighters, and the German government refused to send them chasing after al-Qaeda. But the navy will be allowed to chase and board potential arms smugglers and use their guns to stop them.</p>

<p>The debate was specially agonised because of where it was. While there is very little real prospect that the sailors will have to turn their guns on Israelis, the slim theoretical possibility made some argue the mission was impossible because of Germany&#8217;s history. They were in the end ignored. Of course, German planes bombed Serbia so it&#8217;s not the first or most extreme example of the modern German military in action. But these things go in fits and starts and I feel there is a new determination that Germany will pull its weight in the world.</p>
<p>
Angela Merkel made very sure she was seen, snapped and filmed climbing down a ladder of a submarine, and watching warships go by. Although Schroeder met the troops, no-one I speak to can remember other chancellors so obviously posing for the press in a military setting. Certainly, the military are pleased that their budget has increased in real terms for the first time since the Cold War. But others I talk to hope Germany will not forget the lessons of history - not in some crass sense about its own role in the world, but in regard to the dangers of military action and jingoism, whether that of a country or a region.</p>
<p><div><B>THE RED BARON</B></div>

German film makers are currently in Munich cutting a first: a war film with a German hero made in English for an international audience.</p>

<p>He must know that his series of suggestions will make Telegraph readers splutter over their marmalade and cause some nervous tea-spilling in the Foreign Office. He proposes a single Europe-wide tax to fund the European Union, for a start. The French people may have killed off the European constitution but he wants it back in the guise of a mini-treaty.</p>

It would create an EU foreign minister, cut nation states&#8217; right to vote down policies, and make it easier for the EU to replace individual countries on international bodies. Mr Sarkozy repeats his opposition to Turkey joining the EU, suggesting that full membership is not appropriate for &#8220;non-European&#8221; nations. </a> into a sort of indirect contest for the job of Commission president, with Euro-groupings, not national parties, competing for seats.</p>

<p><div><B>NO BANGING ON</B></div>

The faint hope of the government is that any mini-treaty will be so titchy that it won&#8217;t cause too much political fuss. Some hope. Of course, they would have little trouble getting it through parliament. But having granted a referendum on the constitution, there will be those who argue that the mini-treaty deserves the same democratic stamp of approval.</p>
<p>
The shadow foreign secretary, William Hague, made it clear to the Conservative conference that in government he would ensure a referendum on anything that transferred competences to the European Union. In case there&#8217;s any doubt, I check with his office that this includes a Sarko-style mini-treaty. It does.</p>
<p>
At first sight, any subject that evokes such genuine passion and also offers such an opportunity for mischief-making is just a gift for the opposition. But the government&#8217;s hope is that such a campaign would come within the scope of &#8220;banging on about Europe&#8221;, something that Mr Cameron has banned.</p>

As a Brit, one of the things I find most frustrating about living here in Germany is that Germans are seriously afraid of their past. From school they are brought up to believe they are the bad people of the world and must live a life of shame. Until the Nazis used this symbol, the swastika was used by many cultures throughout the past 3,000 years to represent life, sun, power, strength, and good luck. I find it quite short-sighted of the German government to continue to associate such a sacred symbol for so many people around the world with the horrors of the Holocaust. <p>I am of Basque decent (northern Spain), and we have a symbol virtually if not identical to the Swastika but on its corner.<br />
After WWII it was rounded and given a more Celtic appearance. This symbol represents Basque people and their 4 gods (Lauburu)it is a National symbol. I live in Berlin, and have long thought that the German ban on the swastika gives it an almost pagan power here that it otherwise wouldn&#8217;t have. Germans literally gasp and get chills when they see it depicted in inappropriate places abroad. I think the swastika will forever have multiple meanings and people will simply have to know the difference.  Here in the states there is a well-known hate group; the Klu Klux Klan. They do not have a strong lobby to point out that there are also success stories in the community.</p>

At the Thueringer Oberschule in Marzahn, one in four of the pupils comes from the former Soviet Union. </p>
<p>By what is called a &#8220;systematic orientation&#8221; towards their special needs, it has achieved success: 44% of them leave with good enough results to go on to grammar school. </p>
<p>
Alexander Reiser, formerly a journalist in Vladivostok, now a social worker in Marzahn, says the new law will have disastrous consequences.</p>
<p>
&#8220;Imagine the case of a 60-year-old ethnic German. He speaks German, but his Russian wife doesn&#8217;t - it&#8217;s unrealistic that she will learn,&#8221; he says.</p>
<p>
&#8220;The same goes for the kids who have grown up in a Russian-speaking environment.&#8221;</p>
<p>
&#8220;I also think of thousands of cases where parents will be unable to join their children who have already moved to Germany. Families will be divided.&#8221;</p>

<p>Speaking German was banned in Russia during World War I, and the community was further oppressed by Soviet dictator Josef Stalin.</p>
<p>
Around the corner from Alexander Reiser&#8217;s office a small class of middle-aged Russian-German women grapple with verb conjugations, helped by Mariana Fox, a retired Russian teacher who lives nearby.</p>
<p>
&#8220;I want to help them speak their mother language,&#8221; Ms Fox says. &#8220;They are our brothers and sisters.</p>
<p>
&#8220;They are German, they&#8217;re not Russian. They can&#8217;t speak the language because it was forbidden.&#8221;</p>
<p>
The ladies here all have stories to tell of how difficult coming to Germany has been.</p>
<p>
Eliana Waitzin, 50, says she knew nothing about Germany when she came here two years ago. </p>
<p>
Her family had problems with papers, and also finding a flat.</p>
<p>
Another woman says her daughter-in-law, a qualified architect, is working as a cleaner. </p>
<p>
But her son has a good job as a sales manager - and her grandchildren are doing well at school.</p>
<p>
&#8220;They speak German perfectly. They speak a little bit of Russian, but only to me,&#8221; she says.</p>
<p>
Some Russian-Germans feel let down by Germany, a land they came to hoping for a better life. </p>
<p>
But many Germans blame them for failing to adapt. After 200 years in Russia, this has been anything but a fairytale homecoming.</p>

It&#8217;s not just religion that Samina has to contend with.<br />
<P><br />
&#8220;A lot of Asian men want you to move into their parental home, some because they love living at home and being looked after, some because in Asian culture it&#8217;s the son&#8217;s duty to look after ageing parents.<br />
<P><br />
&#8220;I&#8217;m independent and successful and it&#8217;s daunting to think I might have to up sticks and move to another town to move in with my in-laws as soon as I&#8217;m married.&#8221;<br />
<P><br />
<b>Matchmakers</b><br />
<P><br />
Statistics seem to be against Asian women too. The last census showed that more British Asian men are marrying outside of their ethnic group than British Asian women.<br />
<P><br />
For Asian men the option to &#8220;marry out&#8221; is made easier by the fact that it is culturally, and in some cases religiously, less frowned upon to choose a partner outside of their faith than it is for Asian women.<br />
<P><br />
Other men choose to marry a partner from their parents country of origin. In 2005 the government recorded just over 10,000 women coming to the UK from India, Pakistan and Bangladesh as part of a marriage.<br />

<p>Whatever the reasons are for marrying a woman from &#8220;back home&#8221;, it leaves an even smaller pool of men for British Asian women to fish in.<br />
<P><br />
In the scramble to find the perfect Asian husband, women are using every tool available to them.<br />
<P><br />
The choice ranges from looking for love online to matrimonial matchmakers - people within the community who bring suitable matches together, whether it&#8217;s through family or through organised events.<br />
<P><br />
Another option is the traditional parental route, where parents introduce their son or daughter to a prospective match with family present.<br />
<P><br />
It can be successful and some do meet the man or woman of their dreams in their mother&#8217;s living room over a nice cup of tea. However, a parent&#8217;s idea of a suitable boy or girl can of course be very different to what their offspring has in mind.<br />
<P><br />
For young British Asian Maha Khan, setting up an Asian speed dating company was an obvious move.<br />
<P><br />
<b>&#8216;Shade-ism&#8217;</b><br />
<P><br />
&#8220;Successful, career-focussed Asian women want to find their equal,&#8221; she says. &#8220;But because they don&#8217;t always socialise in Asian-only groups they don&#8217;t easily come across the right man.<br />
<P><br />
&#8220;I realised there was a huge demand for a platform to bring Asian singles of the same religion together in an environment that didn&#8217;t need to involve the whole family.<br />
<P><br />
&#8220;Our first speed dating event four years ago in London attracted over 150 professional Asian singles. We went on to organise events in bars and restaurants in other cities including Birmingham and Manchester.&#8221;<br />

<p>But some online dating sites reveal the extent of the problem Asian women face, with great emphasis on appearance, and in particular, complexion.<br />

In Asian culture, skin-shade snobbery is rife, with the general consensus the browner you are, the less desirable.<br />
<P><br />
One website offers a drop-down menu of skin shades. &#8220;Wheatish&#8221; appears to be one of the most common categories, with a choice of &#8220;wheatish&#8221;, &#8220;wheatish medium&#8221; or &#8220;wheatish brown&#8221;.<br />
<P><br />
Despite the many challenges, including shade-ism, that British Asian women face, many find suitable partners and enjoy happy marriages. As we&#8217;re still in the first generation of well-educated, career-minded Asian women who have delayed marriage, drawing any conclusions about what will happen to those who don&#8217;t is difficult.<br />
<P><br />
<b>&#8216;Cultural clashes&#8217;</b><br />
<P><br />
A recent Muslim matrimonial event held in London offered a glimpse into the current climate. The male host asked: &#8220;How many women in the room today would be willing to move in with their in-laws after marriage?&#8221;<br />
<P><br />
A 33-year-old government analyst next to me sighed and put up her hand, swiftly followed by other women in the room.  She later explained: &#8220;It&#8217;s not something I want to do, but if I want to get married it looks like I have to consider it.&#8221;<br />
<P><br />
But while compromise is the option for some, other cultural shifts are emerging.<br />

Slovenia has a rumbling dispute with Croatia over sea and land borders dating back to the break-up of Yugoslavia.</p>

<p>Janez Drnovsek won the second round of presidential elections in December 2002 with 56% of the vote. The day after his victory he stepped down as prime minister. </p>
<p>Like his predecessor as president, Milan Kucan, Mr Drnovsek had been a key player in Slovenian politics since independence. He is a former leader of the centre-left Liberal Democrats. </p>
<p>As president, he oversaw Slovenia&#8217;s entry into the EU and Nato. His role is mainly ceremonial. </p>

<p>Parliament backed Janez Jansa, the leader of the centre-right Slovenian Democratic Party, as prime minister after elections in October 2004 in which the party almost doubled its vote. </p>

<p>The party forged a coalition with three other parties: New Slovenia and the People&#8217;s Party - both centre-right - and the centre-left Democratic Party of Pensioners. </p>
<p>Mr Jansa campaigned on a promise to cut the costs of state administration and press ahead with privatisation in anticipation of Slovenia adopting the euro. He also pledged to cut welfare benefits and simplify the tax system.</p>
<p>Janez Jansa was born in 1958. He has a degree in defence studies and was defence minister for a period in the early 1990s.</p>
<p>The Liberal Democrats, the party of his predecessor Anton Rop, had been in government for virtually all of the previous 13 years since Slovenian independence. </p>

After independence from Yugoslavia in 1991 Slovenia saw a spectacular development of its broadcasting market, reflecting the country&#8217;s economic success.</p>
<p>
The media scene is diverse and free, and the constitution supports freedom of expression. The main papers are privately owned and support themselves through advertising.<br />

The broadcasting sector is a mix of public and private ownership. The television market is mainly shared between the public service RTV Slovenia and the private stations Pop TV and Kanal A. There are scores of commercial and public radio stations.<br />

The Amazigh, who are also known as Berbers, make up more than 10% of the population and consider themselves to be Libyans, but not Arabs.<br />

Muammar Gaddafi has long proclaimed that the Berbers are originally pure Arabs.<br />

But Berbers claim to have occupied the mountains and deserts of northern Africa before the Arabs arrived.<br />

They take pride in their cultural identity and have a long tradition of rejecting cross-cultural marriages in an effort to protect their heritage.<br />

The list includes calls for greater investment in the Kabylie region and for official recognition of Berber music, culture and their language, known as Tamazight.<br />
<P><br />
Several aspects of the new agreement, such as making Tamazight an official language and cutting the number of security forces in Kabylie, have not been agreed in detail and could take years to implement.<br />
<P><br />
President Abdelaziz Bouteflika, re-elected last year, has promised to heal the divide between the Berbers and the Algerian state.<br />

<p>I think everyone is missing the point here focussing on the statement &#8220;skin colour does not matter&#8221;. The reality of inter-racial marriages, or how I would like to call them <a href="http://datingserviceonline.speedclasters.net/2008/02/22/news-ops-cancelled-due-to-lack-of-staff/">dating free online service site<br />
</a> marriages is the challenges mainly arising from the difference in cultures. I have lived in the Middle East, Africa, Europe and Asia, and I do notice the cultural differences and not the skin colour or tone. I have dated women from all the different cultures, and some I have cared for a lot, but I knew that in the long run it will never work. How do the children get brought up? What religion (if you are from different religions)? What language do you speak at home (if different)? Sometimes you have to let your brain take control of your heart, not the other way round.<br /><b><i>Anonymous, Japan</i></b>
<p>I believe in inter-racial marriages though it didn&#8217;t work for me. I lived with a Nigerian man for five years. We never had any bad experiences. Everybody from both sides gave us a warm welcome. After five years I can honestly say that I learned a lot about my husbands culture and give my respect to it. Not so my husband. He had zero tolerance for my culture and didn&#8217;t make any effort to find out about it. <p>My mom is white and my father is black. There are some who feel an interracial marriage is wrong, because the children are negatively affected. I am 24 years old and working towards my PhD. I am very active in my church, and I volunteer in my community.  I feel blessed having been brought up in a home with two loving parents. Colour has never been an issue in my family. Today people are looking for someone who will respected them, and treats them well when they fall in love with that someone. <p>I agree with Patrick Mangassa of USA whose sentiments are against inter-racial marriages. It is all very easy for two people to fall in love and pronounce themselves ready for matrimony, but does society understand what the children of multiracial marriages go through?  I am writing from a country that has (72)seventy two tribes and even though all these tribes are black, it is still hard to merge two tribes by, or through marriage. When a woman marries a white man, out there, she is just treated like a house maid by the man&#8217;s relatives.  When a black man entices a white woman whilst he is io his ventures as an immigrant, all does go well, but let them now come to mother Africa where poverty will welcome them at the airport. Many a time, these women do not last even half a year because they are not able to cope with our poverty datum line. <p>What amazes me most is that despite a man and a woman falling in love and feeling good about it, family and friends often feel strongly against it just because of their racial biases. <p>Being white and married to a Black British woman of West Indian decent, I find comments such as those made by Patrick Mangassa staggeringly offensive. What a shame that he feels he&#8217;s &#8220;lost&#8221; North Africa. Adolf Hitler felt much the same way about the Sudetenland in the 1930s. And he had similar ideas on the purity of race. <p>I think by calling the union a mixed race union is the problem in the first place. I&#8217;ve been married for 10 years to a coloured lady from South Africa and apart from the initial first year hiccups of settling in a new country for her and getting to know my mother, it has been smooth sailing. Granted, there are hiccups like in any normal functioning marriage, but none which cannot be overcome by a collective decision to let the marriage work. In hindsight, it is a miracle that it did with the backdrop of apartheid policies in Namibia before independence. Would I marry a person of another race and from another country again? Yep. <p>Living in South Africa, the rainbow nation, I expected more open minded people but being white, my wife got classified as a coloured (during apartheid ) and my son, black. <p>Being different races has been kind of hard for me because I never feel like I can fit in entirely with one race. People often tap me on the shoulder and say stuff like, &#8220;What are you?&#8221; or &#8220;What&#8217;s your nationality?&#8221; (often people don&#8217;t know the difference between nationality and ethnicity), and they&#8217;re usually just complete strangers. Sometimes they think I&#8217;m Native American, other times Filipino, Hispanic, Mongolian, half Japanese and half white, or half black and half white&#8230; I could go on for hours. (I&#8217;m actually half Chinese, a quarter black, and a quarter white.) Chinese people don&#8217;t consider me Chinese because I hardly know anything in Chinese; the longest thing I can say in Chinese is &#8220;do not sit in my seat,&#8221; and it took me three months just to remember how to say that. (I&#8217;ve found that I look less Chinese to Asian people and more Chinese to non-Asian people.) California has always had an incredible diversity of cultures and ethnicities. <p>Of course interracial couples are subject to all kinds of pressures, both internal and societal. Their successes depend on economic conditions and interpersonal communication. The prejudice of others can compromise inter-racial marriage if the couple are already on a shaky ground.
